Specialized Experience: One year of specialized experience which includes 1) Apply position classification standards to positions and determine the correct pay category, occupational series, title, and grade level; 2) Provide civilian human resources (HR) support in areas such as strategic recruitment discussions and job analysis, creating job opportunity announcements and occupational assessments, reviewing applicant qualifications and referring eligible candidates for employment consideration; 3) Research and interpret civilian staffing regulations and procedures to provide guidance to managers, employees, and applicants; and 4) Process and update personnel actions in the Defense Civilian Personnel Data System (DCPDS) or similar system and provide oversight to information systems that support human resources functions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management, Business Administration, Systems Information Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For the GS-12:
Specialized Experience: One year of specialized experience which includes 1) Research classification standards to classify positions and prepare evaluation statements; 2) Provide recommendations to management on position management and organizational design; 3) Analyze and recommend solutions to resolve civilian Human Resources (HR) issues on recruitment and placement methods and strategies; 4) Provide technical assistance on HR automated systems’ applications such as implementing changes to system software based on new regulations, creating queries to retrieve data from an HR database system, and training staff on system errors/issues.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 position, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted.
