Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/21/2019. BASIC REQUIREMENTS Citizenship: Citizen of the United States. English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j. Physical Requirements: Applicants must undergo a pre-employment medical examination and be medically suitable to perform the essential duties of the position efficiently and without hazards to themselves and others. See VA Directive and Handbook 5019. Experience: Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR Education: One year above high school OR Experience/Education Combination: Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. AND GRADE REQUIREMENTS: Knowledge of Current MSA Practices: To be creditable, the experience must have demonstrated the knowledge, skills, and abilities (KSAs) associated with current MSA responsibilities. Experience satisfying this requirement may be paid/non-paid employment as a MSA. Quality of Experience. Qualifying experience must be at a level comparable to MSA experience at the next lower grade level. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Part-Time Experience. Part-time experience as a MSA is creditable according to its relationship to the full-time workweek. For example, a MSA employed 20 hours a week, or on a 1/2-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service. Preferred Experience: A minimum of one year of supervisory or managerial experience within a health care setting, to include supervising a staff of ten or more employees. GRADE DETERMINATIONS: GS-8 Supervisory Medical Support Assistant Experience: In addition to the basic requirements, this position requires one (1) year of specialized experience equivalent to the next lower grade level (GS-7) in Federal Service to be creditable.Examples of qualifying specialized experience includes (this experience must be clearly detailed on your resume to be found qualified): Assigning and evaluating the work of subordinate staff; Resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems in order to make recommendations for improved operations; Identifying educational or training needs; making final decisions on selections; evaluating performance, and taking disciplinary action when necessary; Administrative and professional responsibility for planning and directing the Medical Support Assistants activities; Extracts and analyzes data in order to provide reports in support of performance measures to senior management. Your experience must be detailed in your résumé to receive full credit. In addition to the qualifications above, candidates must demonstrate the following knowledge, skills, and abilities listed below to qualify for this position: Ability to provide the full range of administrative and supervisory duties which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements. Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with all healthcare professionals to ensure quality/continuity of care and ensure compliance with established policies and regulations. Ability to provide briefings, orientations, staff development, and training. Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Light lifting under 15 pounds, light carrying under 15 pounds, reaching above shoulder, use of fingers, walking .5 hours, standing .5 hours, hearing aid permitted, must work with other staff, cannot work alone in office, cannot work alone in clinic, use of adaptive equipment to perform work as needed, and works closely with others.
