Qualification Summary
This position has a mandatory education requirement. You must furnish a copy of your transcript showing college work completed (an unofficial copy is acceptable). Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in you being rated not qualified for the position. MINIMUM EDUCATION REQUIREMENT:
Applicants must meet the Basic Education Qualification Requirements listed below: Degree: Successful completion of a 4-year course of study in an accredited college or university leading to a bachelor’s or higher degree that included or was supplemented by at least 24 semester hours of coursework appropriate to the position to be filled. The coursework must have included study in at least four of the following areas: 1) Learning theory, psychology of learning, educational psychology: study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2) Instructional design practices: study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3) Educational evaluation: study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4) Instructional product development: study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating
training. 5) Computers in education and training: study of the application of computers in education and training, including selecting appropriate computer software. EXPERIENCE: In addition to the educational requirements of this position, you must have at least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). Qualifying experience is that which has equipped the applicant with the specific knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience must include: Experience in the overall planning, management, and coordination of a Leadership Development Program, which includes the design, development, delivery and evaluation of the program at the bureau or equivalent level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as “varies.”
