Qualification Summary
OPM Qualification Standards: Human Resources Management Series, 0201 and Group Coverage Qualification Standards for Administrative and Management Positions. GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes applying recruitment and placement principles and practices; analyzing position requirements; applying standardized recruitment strategy; providing services of merit promotion and affirmative employment programs, plans, and techniques. OR
EDUCATION: 1 full year of graduate level education or Superior Academic Achievement. NOTE: Must submit transcripts at time of application. OR
COMBINATION OF EXPERIENCE AND EDUCATION: Have a combination of qualifying specialized experience and education that when combined total at least 100 percent. NOTE: Must submit transcripts at time of application. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector performing work that includes providing recruitment, placement, and affirmative employment services for organizations; analyzing complex issues to develop appropriate course of action; reviewing relevant factors and conditions and applying sound judgement in handling unusual or new situations; coordinating with various point of contacts ensuring pre-employment requirements are met timely. OR
EDUCATION: A master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: Must submit transcripts at time of application. OR
COMBINATION OF EXPERIENCE AND EDUCATION: Have a combination of qualifying specialized experience and education that when combined total at least 100 percent. NOTE: Must submit transcripts at time of application. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing work that includes providing complete placement and affirmative advisory services; analyzing and applying policies, directives, principles, and procedures to recommend most appropriate recruitment and placement strategies; solving difficult and controversial staffing and placement problems. OR
EDUCATION: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: Must submit transcripts at time of application. OR
COMBINATION OF EXPERIENCE AND EDUCATION: Have a combination of qualifying specialized experience and education that when combined total at least 100 percent. NOTE: Must submit transcripts at time of application. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-05/GS-07/GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral to GS-07/GS-09/GS-11. TIG applies if you are a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS-07:
1. Knowledge of basic Federal HR affirmative employment, recruitment, and placement techniques.
2. Knowledge of the standard principles and practices of recruitment and placement to apply to issues and problems of limited scope and complexity.
3. Ability to communicate factual and procedural information clearly, orally and in writing.
4. Ability to gather and analyze facts, and draw conclusions from information.
5. Ability to plan and organize work. GS-09:
1. Knowledge of fundamental Federal HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques.
2. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
3. Skill in applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment.
4. Ability to gather and analyze facts, and draw conclusions from information.
5. Ability to communicate information clearly, orally and in writing. GS-11:
1. Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, policies, and analytical techniques.
2. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
3. Skill in applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment.
4. Skill in troubleshooting and resolving the most difficult problems associated with providing comprehensive recruitment and placement advisory services.
5. Ability to gather and analyze facts, draw conclusions from information, and communicate information clearly, orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
