Qualification Summary
AREA OF CONSIDERATION (AOC): This is a Title 5 “Excepted Service ” position under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)”, and is open to US citizens interested in helping the Department of the Army meet our mission requirements. Primary consideration will be made from Categories 1-2. Please note that applicants outside of these categories may not be considered. If referrals are not made from the target category, subsequent referrals MAY be made from Categories 3-4. Category 1: All permanent On-Board Title 5 Technicians employed with the South Carolina Army/Air National Guard Technician Program (Temporary and Indefinite do not meet permanent tenure requirements). Category 2: All current On-Board Title 32 Dual Status Technicians employed with the South Carolina Army/Air National Guard Technician Program. Category 3: All current military (M-Day) members of the South Carolina Army/Air National Guard. Category 4: All Eligible US Citizens GENERAL EXPERIENCE: Administrative or clerical experience, education, or training which demonstrates the candidate’s ability to perform the duties of the position. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: To be rated qualified for this position your resume must show definitively at least 24 months experience in the following- Experience, education or training of applying the principles, concepts, and methods of legal research and reference sources such as agency manuals and directives. Experience applying the techniques and skills necessary to analyze both issues of fact and issues of law in order to prepare digests of case decisions, evaluate the applicability of precedents, or to draft briefs, other litigation papers, advisory opinions, or findings. Practical knowledge is of legal principles and concepts and the ability to independently conduct reoccurring assignments that interpret, explain and apply US Code, state/territory Law, Federal and state/territory regulatory requirements, precedents and administrative or appellate decisions that impact the state/territory National Guard, its Reserve Force and other full-time members and their families while providing ancillary legal support to state/territory SJA and other assigned ARNG/ANG attorneys servicing the state/territory National Guard.
