Qualification Summary
BASIC REQUIREMENT FOR GS-1701 POSITIONS: A Bachelor’s degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
OR COMBINATION OF EDUCATION AND EXPERIENCE — Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You must submit copies of your transcripts. AND
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 (or higher), or equivalent in other pay systems (may have been obtained in the federal service, military, public or private sector). Examples of specialized experience includes initiating and responding to telephone/e-mail inquire when there are questions regarding education and training policy; ensure compliance with education and training regulatory requirements and governing directives; experience in completing education and training duties and responsibilities described with the position. This definition of specialized experience is typical of work performed at the GS-07 grade/level or equivalent in the federal service.
EDUCATION: Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit copies of your transcripts. OR
COMBINATION OF EXPERIENCE AND EDUCATION: : A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of child development theory, methodology, and practices relating to physical, intellectual, social, and emotional development of children at a variety of ages, with a variety of needs, and in a variety of settings. 2. Knowledge of child care regulatory requirements, policies, and practices. 3. Skill in educating, counseling, and advising child care providers and parents; assessing training and children’s developmental needs; and evaluating qualifications and suitability of child care providers. 4. Skill in compiling, analyzing, and evaluating information; preparing quantitative and narrative reports for a variety of offices and agencies; establishing and maintaining required records; and managing resources to enhance accomplishment of program goals and mission. 5. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
