Qualification Summary
The Information Technology Career Service (ITCS) focuses exclusively on the needs of information technology professionals throughout the Office of the Chief Information Officer and the Technology Services Directorate (CIO-T), Source Directorate, and wherever else these professionals serve. The ITCS seeks to attract, retain, and develop the highly skilled and diverse workforce necessary to achieve current and future business and operational requirements supporting the agency’s dynamic and evolving missions. It is the cornerstone of the agency’s workforce strategy for planning, developing, and managing the careers of information technology professionals throughout the agency in accordance with fair and consistent human resources processes and practices. NGA seeks proactive entry level IT Software Developers to help support Agency wide software development efforts. Identifies and analyzes design tradeoffs, and develops recommendations or adapts existing software to meet requirements. Responsibilities may include:
1. Generates ideas for designing and adapting software to meet evolving customer needs and recommends suggested approach.
2. Evaluates system design requirements to determine their impact on the development process.
3. Implements updates to existing software applications to meet new requirements.
4. Develops software code, applications, and scripts for application and testing.
5. Troubleshoots software-related problems in systems; identifies issues and recommends solutions. COMPETENCIES:
1) Professional or academic experience/knowledge in a programming language such as Java, Python, JavaScript, C#, or equivalent.
2) Demonstrated knowledge of database technologies (eg. MySQL, PostgreSQL, Oracle DB, MongoDB, DynamoDB, Aurora).
3) Professional or academic experience/knowledge of software development principles, methods, and tools for designing, developing, coding, testing and deploying software. EDUCATION REQUIREMENT: A.. Education: Bachelor’s degree in Computer Science, Engineering, Engineering, Information Science, Information Systems Management, Information Technology, Mathematics, Operations Research, Statistics, or a related discipline. -OR- B. Combination of Education and Experience: A minimum of 30 semester (45 quarter) hours of college coursework in any area listed in option A, plus experience working in an Information Technology discipline or in a closely-related field that demonstrates the ability to successfully perform the tasks associated with this work. As a rule, every 30 semester (45 quarter) hours of college work is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: Six years of software design or engineering experience in Information Technology or a closely related field that demonstrates the ability to successfully perform the tasks associated with this work. -OR- D. Relevant competencies: Specialized experience that has equipped the candidate with the particular competencies to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Must obtain Level 2 DAWIA certification in Information Technology within 24 months.DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Programming experience (professional, academic, etc.) in the following: * Python * Java * Node.JS * Frontend JavaScript (React+Redux, Angular, or other frameworks) 2. Experience (professional, academic, etc.) deploying code to cloud providers (eg. Amazon Web Services) or Platform-as-a-Service environments (eg. Cloud Foundry)
3. Experience (professional, academic, etc.) in the following: * GitLab source control and Jenkins build tools * Geographic/Spatial Information Systems * Agile software development environment
