Qualification Summary
In order to qualify for this Human Resources Specialist (Employee and Labor Relations), GS-0201-14 position, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience. Minimum Qualifications: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level for which you are applying: Specialized Experience: You must have at least one full year of specialized experience as a Human Resources Specialist serving in the field of Employee and Labor Relations. This experience includes: 1) Serving as an HR expert and consultant to top agency management officials advising on Merit Systems Protection Board, Federal Labor Relations Authority, and/or Equal Employment Opportunity Commission decisions and case law; 2) Advising senior leadership on labor relations and employee relations programs; specifically, the prevention of, and response to, workplace harassment; 3) Coordinating with senior leadership to make changes to internal functions, organizational structure, and/or procedures in order to enhance the effectiveness of a positive workplace environment; and 4) Representing management at formal labor negotiations and arbitration proceedings. This experience must be comparable in scope and responsibility to the GS-13 level in the Federal service (obtained either in private or public sectors). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as “varies”.
