Qualification Summary
Applicants must have at least 52 weeks of specialized experience equivalent to the next lower grade level (GS-07 for GS-09; GS-09 for GS-11; GS-11 for GS-12) in the Federal service. Specialized experience is experience that is generally in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.At the GS-09 level, applicants must possess knowledge of safety and occupational health principles, practices, techniques, and standards to independently conduct inspections of business establishments and worksites whose operations are generally characterized by the presence of moderately stable, low-risk processes or some higher hazards or unsafe working conditions or technically difficult operations which are covered by specific written guidelines; knowledge of agency regulations, policies, procedures, manuals, and pertinent appeal rulings to accurately cite violations of safety and occupational health provisions and to explain basis for citations; and knowledge of corrective safety and occupational health measures to recommend possible courses of actions effective in the control or elimination of hazards detected.At the GS-11 level, applicants must possess comprehensive knowledge of safety and occupational health regulations, techniques, procedures, practices, and standards applicable to the performance of compliance inspections for a wide range of industries, manufacturing plants, transportation facilities, maritime activities, construction projects, and other privately owned establishments; knowledge of utility systems applicable to industrial and manufacturing structures, construction practices, materials, and equipment, and personal protective devices sufficient to recommend new methods to employers that will minimize or eliminate hazardous operations, conditions, and practices; and skill in the interpretation of construction design and specifications sufficient to detect potential hazardous conditions.At the GS-12 level, applicants must possess comprehensive knowledge of: (a) safety and occupational health principles and practices, techniques and procedures, regulations, and standards sufficient to enable the specialist to identify and evaluate occupational hazards in a wide variety of industrial, manufacturing, commercial, and maritime worksites and recommend control measures for environments characterized by unsafe work processes, high potential for mishaps, and difficult, costly abatement; and (b) general industrial building design, construction methods, standards, practices and techniques, installation and operation of utility systems sufficient to evaluate the compliance of new construction or structure modification work with applicable safety standards. For examples of qualifying experience, please refer to the Office of Personnel Management Operating Manual for Qualification Standards, Safety and Occupational Health Management Series, Individual Occupational Requirements.Applicants may also qualify by substituting education for experience.For GS-09: Applicants must possess 2 years of progressively higher level graduate education leading to a master’s degree or master’s or equivalent graduate degree.For GS-11: Applicants must possess 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.There is no education substitution at the GS-12 level.Qualifying education must have been gained in safety or occupational health fields (safety, occupational health, industrial hygiene), or other related fields. Combinations of experience and education are qualifying for this position.
