Financial Disclosure Report: Not required To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/28/2019. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: Applicants must have at least one (1) full year of experience equivalent to the GS-11 level in Federal service. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience for this position would include: Experience in positions that required knowledge and understanding of Title 38 U.S.C. Section 5701, 5705, and 7332, the Privacy Act and FOIA legislation and implementing regulations, HIPAA Breach Notification and Privacy Rules, Executive Orders, Federal and agency policies and procedures, case law, and precedent decisions related to information collection, disclosure, security, privacy, and protection; experience is positions that required knowledge of regulatory, licensing, and accrediting agency requirements, such as Joint Commission, Office of Special Counsel, and Office of Inspector General related to collection, use, maintenance, storage and release of health information; experience in positions that required knowledge of research processes and procedures related to protection of data, research regulations, court decisions, and VA/VHA policies; analyzing data collected from monitoring activities to identify trends and risks; and experience in positions that required implementing, managing and monitoring Privacy and FOIA programs. There is no educational substitution for specialized experience at this grade level. You will be rated on the following Competencies for this position:
ComplianceIdentity ManagementInformation AssurancePersonnel Security and Safety Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires privacy walk-throughs throughout the facility, travel to surrounding CBOCs and visit to local Business Associates place of business or record storage locations, so there may be on certain days a lot of walking. Other than the limited amount of walking there are no unusual physical demands. Working Environment: The work is performed in an office setting, however the incumbent is required to perform privacy walk-throughs throughout the facility, travel to surrounding CBOCs and visit local Business Associates place of business periodically. This position is NOT SUITABLE for Telework.
