Qualification Summary
EXPERIENCE: Applicant must have at least 3 years of general experience, 1 year of which was equivalent to the NH-01 or GS-04 grade level in the Federal Service in human resources supporting Air Force Reserve wide military personnel program administration responsibilities. Experience must include assessing the program’s effectiveness and efficiency and analyzing and developing new means to improve the accuracy, capability, timeliness, and validity of military personnel programs. OR EDUCATION: Have successfully completed a bachelor’s degree or, 4 full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (If qualifying based on education, you must submit a copy of your transcript.) OR COMBINATION OF EXPERIENCE AND EDUCATION: Have a combination of the specialized experience and education as described in “1” and “2” above that equals 100 percent when combined to equal the required 1 year of specialized experience needed for this position. (NOTE: You must submit copies of your official transcripts.) KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to assist in supporting Air Force Reserve wide military personnel program administration responsibilities. Knowledge of the laws, regulations, principles, and practices of military personnel programs. Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings. TERM EMPLOYMENT
This is a TERM position. It’s a time limited position and may be extended up to six years. Position may be converted to a permanent, career or career-conditional appointment without competition as long as all requirements are met. Eligibility for conversion; employee must be complete at least 2 years of current continuous service under a term appointment in the competitive service and employee have a current performance rating under such modified term appointment of at least fully successful or equivalent. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
