One year of specialized experience which includes a working knowledge and understanding of the four Foreign Military Sales (FMS) Core Functions (Letters of Request, Letter of Offer and Acceptance (LOA) development, LOA Execution, and LOA Closure); a working knowledge and an understanding of Security Assistance (SA) policies and procedures as outlined in the Security Assistance Management Manual (SAMM); documented experience in using/updating Defense Security Assistance Management System (DSAMS), Common Operating Picture (COP) /Case Execution Analyzer (CEA), Standard Operation and Maintenance Army Research & Development System (SOMARDS), and General Fund Business System (GFEBS); a working knowledge This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
