Qualification Summary
QUALIFICATIONS: In order to qualify you must meet GENERAL SCHEDULE QUALIFICATION STANDARDS for Human Resources Management Series, 0201 SPECIALIZED EXPERIENCE:
GS-07: At least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the basic principles, concepts, and methodology used in Employee Relations. Knowledge of analytical techniques involving moderately complex, non-controversial, well precedented factual, procedural, or recurring situations/problems/cases.
GS-09: At least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of the fundamental principles, practices, and techniques of employee relations; standardized research techniques; and analytical and problem-solving methods required to advise on and resolve moderately complex, non-controversial, well-precedented factual, procedural, and/or recurring issues; make informed judgments on problems and issues; and perform advisory services for problems of limited scope.
GS-11: At least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of employee relations case law, principles, practices, legal and regulatory requirements sufficient to perform detailed analysis and draw defensible conclusions on complex legal issues, problems, and situations; and advise managers regarding appropriate corrective techniques in response to a wide range of conduct and performance issues. OR
EDUCATION:
GS-07: successful completion of one full year of graduate level education or superior academic achievement which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
GS-09: successful completion of a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
GS-11: successful completion of a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR
COMBINATION OF EXPERIENCE AND EDUCATION
GS-07: a combination of specialized experience and education as described above.
GS-09: less than the full amount of specialized experience described above; however, more than one year of progressively higher level graduate education as described above.
GS-11: less than the full amount of specialized experience required but more than 2 years of graduate level education with a major or subject area related to the position to be filled. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level; One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level; One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS-07
1. Knowledge of the fundamental principles, practices, and techniques of employee relations; standardized research techniques; and analytical and problem-solving methods required to advise on and resolve routine, noncontroversial, well-precedented, factual, procedural, and/or recurring issues; make informed judgments on problems and issues; and perform advisory services for problems of limited scope
2. Knowledge of basic Federal HR affirmative employment, recruitment, and placement techniques to apply to issues and problems of limited scope and complexity.
3. Knowledge of research, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives.
4. Knowledge of the installation, DRU or MAJCOM mission and management’s objectives and their implications on personnel management programs including employment opportunities and position management.
5. Ability to analyze specific phases of common, well-precedented, and/or recurring cases or situations and to develop and prepare clear explanations of fact.
6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. GS-09
1. Knowledge of the fundamental HR laws, principles, systems, policies, methods, and practices to include employee relations, recruitment and placement, performance management, and labor relations; analytical and problem-solving methods required to advise on and resolve well-precedented factual, procedural, and/or recurring issues; make informed judgments on problems and issues; and perform advisory services.
2. Knowledge of research, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives.
3. Knowledge of the installation, DRU or MAJCOM mission and management’s objectives and their implications on personnel management programs including employment opportunities and position management.
4. Ability to select the appropriate basic legal and regulatory provisions applicable to each situation and locate appropriate and applicable precedents and legal documentation.
5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and Management.
6. Ability to identify and analyze numerous facts and allegations to determine accuracy and applicability to cases. GS-11
1. Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, policies, and analytical techniques.
2. Knowledge of the laws, executive orders, regulations, policies, and concepts pertaining to personnel management, and a practical understanding of position classification and position management.
3. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
4. Skill in applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment.
5. Skill in troubleshooting and resolving the most difficult problems associated with providing comprehensive recruitment and placement advisory services.
6. Ability to gather and analyze facts, draw conclusions from information, and communicate information clearly, orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
