A Lucknow-based lawyer Jagdishwar Mishra or Jolly (Akshay Kumar), working as an assistant or Munshi to one of the most famous lawyers of the city Rizvi Sahab (Ram Gopal Bajaj), actually hails from Kanpur. He is not the same Jolly from Meerut (from the first movie). Haughty Rizvi treats Jolly like a peon and to bag good cases, Jolly needs his own chamber. The chamber comes when one bribes the person, who allots them, with at least 1.2 million rupees. Jolly is short of the amount by 0.2 million and has to arrange the amount overnight. Otherwise, he would lose not only the chamber but also the already paid one million.
Jolly lies to Hina (Sayani Gupta), a pregnant lady that Rizvi Sahab is ready to take her case if she can pay 0.2 million as fees. She complies with it and Jolly gets his desired chamber. He inaugurates it with a ceremony on the Holi day. Hina is disillusioned and confronts Jolly about why he had cheated her. She goes home and jumps from the terrace to commit suicide. Feeling guilty, Jolly files a PIL. Hina’s case is that her husband Iqbal Qasim was mistaken for a terrorist Iqbal Qadri due to the similarity in his first name and killed in a fake encounter. Jolly sells his chamber to finance his case bribing his way into the system. When Iqbal was killed, a constable was also murdered, which the police officials cannot explain.
The terrorist group shoots Jolly. When he is discharged from the hospital, this song begins in the background.
